The short answer is, you can’t. Lumens is a measurement of the total light output of the lamp/bulb, this is a measurement supplied by the manufacturer of the lamp/bulb itself.

Candlepower rating is normally a measurement of the brightest part of a focused beam. This is a calculated by measuring the hot spot in the focused beam. 

Because Peak Beam Candlepower is focused light and lumens refer to unfocused light, it is not possible to convert the two.
